Why wait for the final rules?

The GENIUS Act was signed on July 18, 2025, and takes effect no later than January 18, 2027. The OCC, FDIC, FinCEN, OFAC, NCUA, and the Federal Reserve have all issued proposed rules in 2026, but none are final yet.
